i created a new role customization for HR then i add position to this role
but this part of payroll not showing on this role
The tab page control (PayrollWorkerPositionEarning on form HCMWorker) has a property NeededPermission set to 'Manual'. In that case, you need to add the form and control as additional form permissions on the role or privilege and grant access.

Your last screenshot shows a Form node with the HCMWorker form. Here you need to add a control with the name 'PayrollWorkerPositionEarning'. This is the one which is having the NeededPermission set to manual as mentioned above. You did now setup another control. If the control name is not visible using the lookup, you can type it. It will be accepted though.

Luckily, you are already one step closer. Can you tell what exact permissions you granted on the 'PayrollWorkerPositionEarning' control?
If you open the same record from using the same company and menu path as administrator, are you then able to edit this part? If not, it can be related to some setup or status. If the system administrator can actually edit details on the same worker, you can try to add the underlying table to the table permissions node and then provide the correct rights.

It is allowing you to enter the data so which means the privilege is activated. Check if the worker earning codes are expired may be that's the reason it is not showing.
Currently, I'm not able to open an AX 2012 environment to check. Can you check if the command buttons also have the neededpermission property set to Manual? In that case, you also have to add these buttons in the form permissions of the privilege.
