I have a requirement where I have to list out all custom tables in a dropdown then a second drop down to select the fields and then export it to csv or excel with values.
Please suggest the approach with any sample code

So you have Global::pickTable docs.microsoft.com/.../gg802476(v=ax.60) to show lookup of tables, then you use Global::pickField() to show lookup of fields in this table. When you You have table and field you can select records using common www.doens.be/.../select-a-record-from-a-table-when-you-only-have-the-tableid and export it to csv.
What is the exact business requirement here? Is it about moving data from one environment to another? Did you have a look at the data import export framework? This is intended to be used for exporting and importing files in relation to entities.
