Access Outbound Marketing Data

does anyone encounter the access issue when following this link to get a SAS token for Dynamic Outbound Marketing Blob?   
 
 
We use a sys admin role and still getting this error message.  
 
Error:
    Code:  /0x80040256/
    Message: Direct end-user access to SAS tokens is not allowed.

    This may be related to disallowing shared keys.
    Prevent authorization with Shared Key - Azure Storage | Microsoft Learn

    It is recommended that you check if the account allows shared key access.
