EPA 2025 factor library is missing under the packages in power platform admin center

Even though it's said that EPA 2025 emission factor library is available in this link https://learn.microsoft.com/en-us/industry/sustainability/whats-new-2025-05#2025-version-of-epa-emission-factors-available , I can't see it in the list of dynamics 365 apps in power platform admin center. The 2025 versions of defra are available, however, the latest version of EPA is 2024. Does this require a premium plan? Because ours is essential.
