Block Users from Sending Surveys

I am trying to block Dynamics 365 users who have access to Customer Voice from sending surveys.  I am happy for users to create surveys but not send them. I have tried the Project Owner and Survey Sender roles but nothing seems to work.
Am I using the correct security roles, or is there something I am missing?
Any advice is greatly appreciated.
