The workflow :

User A submit the PO -> Approval step 1 (user B review) -> Approval step 2 (user C review) -> Final Approval step (user D review)

1) If user D rejected the workflow, and user A made some changes to click [Resubmit] button, the workflow process should not start from beginning, it will go to the final approval step directly.

2) If user D rejected the workflow, and user A made some changes to click [Submit] button, the workflow process should start from beginning,

Please advise why different behaviour it is. Also, why does different button will be shown once request is rejected.

for example , PR is shown [Submit] button. PO is shown [Resubmit] button.

Hello,

The different behavior between Resubmit and Submit is due to workflow configuration and approval tracking in D365:

Resubmit (PO Workflow) → Sends directly to final approval (User D) because the system remembers the rejection state and allows partial resubmission.

Submit (PR Workflow) → Restarts the workflow from step 1 (User B) as it treats the request as a new submission.

To modify this behavior, check workflow configuration and resubmission settings .
