Planning Optimization add-in customization and testing in Tier 1

Hi,

I would like to modify Planning optimization process. In order to do so I found below article to extend the method for it.

However, when I was going to through pre-requisite for it, I found that it can only be enabled for Tier 2+. If this is hard requirement then how can we perform modification in Tier 1 along with unit testing of it. The below article list Tier2+ requirement:

On Same page. may be unit test is not supported on Tier-1 environment :(
