If you go to Admin.microsoft.com and select a user, you can check the licenses it has. ON the licensing panel, if you scroll down you'll see an "apps" section. This contains the specific applications that the user is enabled to use, due to the licenses. Depending on the version that you've purchased (enterprise, through a partner, etc), you'll see different apps enabled there. In most of the cases I've see, PSA used to include a "project online desktop client" (Project_Client_Subscription)
Please be aware that PSA (Project Service Automation) as a product is deprecated and is being replaced by Project Operations. YOu have more details on learn.microsoft.com/.../upgrade-project-operations-non-stocked
