Are there any reports out of box either in D365 or webstore where
  1. The admin can see when the last time the user logged in (webstore).
  2. The admin can see how often the users have logged in (webstore).

In D365 HQ there are no OOB reports for the same but I believe In Azure AD B2C, you can access audit logs to monitor user sign-in activities and to view login history of a particular user it will be available in the user section. Also as Shafeeque mentioned you can use the Microsoft Clarity as well.

    Hi,
There seems to be  no report about recording user logins in Commerce's OOB report. You may try the method mentioned by Shafeeque. In FO, you can generate audit logs of users who have used the system.https://learn.microsoft.com/en-us/dynamics365/fin-ops-core/dev-itpro/lifecycle-services/user-logins
    Best Regards,

HI, to track user sign-ins and create an audit log of users who have signed in and used finance and operations apps in Dynamics FO, you can follow the steps outlined in the MS Document. This article explains how to generate an audit log of users who have used the system using Microsoft Dynamics Lifecycle Services (LCS).
    Hope it helps.

I doubt if such a report or data required to build this report exists in Dynamics 365 FO.
You could look at operation insights integration, doubt if you would get the data. The other option will be MS clarity which is supported OOB.
